On January 17, 2012, a resident in the 200 block of Thora Circle, Roseburg (Winchester) reported their car had been broken into during the night. A wallet with a credit card had been taken. The credit card was used several times in the Roseburg area by the suspect who was identified by deputies as Justin Davis.

On February 14th, Davis attempted to use the credit card at Fred Meyer in Roseburg. Employees called the Sheriff's Office to alert them. A deputy went to Fred Meyer, confronted Davis and placed him under arrest. Davis fled through the store on foot. The deputy caught up with Davis in the children's section of the store and deployed a TASER. The TASER was successful in subduing Davis who was taken into custody and charged with Computer Crime, Identity Theft, Second Degree Theft, Criminal Mischief, Fraudulent Use of a Credit Card, Resisting Arrest and Third Degree Escape. Davis also had a felony warrant out of Del Norte County, California. He was lodged in the county jail.
